Cyprus' Plan B: What will happen if Moscow won't foot the bill?

Cypriot officials have now lingered in Moscow for a second day of talks regarding a potential bailout deal. Meanwhile, the government is also looking into internal options to drum up funds.

Tensions and emotions are high after ECB officials declared on Thursday that Cyprus must guarantee a 10 billion euro ($13 billion) bailout by Monday or forfeit and presumably go into default, with unknown consequences for the eurozone economy and beyond.

Cypriot officials are scrambling to conjure new sources of revenue ? a so-called ?Plan B? ? including a look at pension fund leveraging and sales of offshore gas exploration prospects. The finance minister and energy minister have now lingered in Moscow for a second day of talks regarding a potential bailout deal with Russia.?

Cypriot banks will remain closed this weekend even as bankers there worry about huge outflows of capital next week if some kind of deal, whether with the European Union or Moscow, is not in the offing. (Reportedly Russian officials yesterday told their EU counterparts they would not add to a current 2.5 billion euro ($3 billion) loan to Cyprus.)?

Cypriot lawmakers vowed Thursday that they would not raise again the idea of a levy or tax on private accounts. However, EU and ECB authorities continue to state that available resources are so limited that the Cyprus parliament will need to revisit the issue, perhaps in a smaller percentage.

Meanwhile, Reuters notes, EU officials?continue to up the ante and put pressure on Cyprus. "I cannot rule out a Cyprus insolvency," Austrian Finance Minister Maria Fekter told the newspaper Oesterreich. "A euro exit would not achieve anything. Cyprus must act now."?

The ECB hard deadline comes a day after Cypriot lawmakers rejected the controversial EU terms of the bailout, engineered mysteriously last week, which require a ?tax? allowing Cypriot authorities to reach into the accounts of private bank deposits and withdraw some 10 percent of funds in accounts over 100,000 euros ($130,000) and about 7 percent in those under that figure.

The idea of such a tax brings mingled perplexity and outrage in many parts of the world, but especially in Russia, which uses Cyprus as an offshore tax haven.

The Washington Post calculates?that:

Deposits in Cyprus?s banks were seven times the size of its economy at the end of 2012, an unusual situation fostered by low taxes and reputation for lax regulation. Many European policymakers suspect it is a hub for Russian money laundering. Cypriot banks hold $88 billion in deposits, of which $49 billion is in the form of deposits over $129,000, according to analysts? estimates.?

The Christian Science Monitor reports?that Moscow is playing ?hardball? with the Cypriot finance minister in order to protect its massive stake in Cyprus' banking system.

According to official Russian figures, more than $114 billion has flowed into Russia since 2007 from Cyprus, almost all of it in the form of dividends paid by Cyprus-registered holding companies. Big Russian firms, including most metals giants, the state-owned banks Sberbank and VTB, and the independent gas producer Novatek all have important holdings in Cyprus.

"The price of crisis in Cyprus is very high for Russia," says Igor Nikolayev, director of strategic planning for one of Russia's leading auditing firms.

Leveling the Playing Field (Part Two) | Sports Business Insider

?Leveling the Playing Field? is a two part series based on Brad McCarroll?s 18 year career as a teacher, sports administrator / consultant, Director of Mutual Sport,?as well as observations as a community volunteer coach for the past five years. Contributing to this series is Anne Bunde Birouste, the founder of Football United with over 25 years of international practice, policy and advocacy work, focusing on health and development and working with vulnerable populations.

This is part two of Brad?s report, which? will discuss the challenges faced by national sporting organisations, the role that Social Responsibility can play and the impact ?Development Through Sport? organisations can also play. It is important to note that ?development through sport is different to development of sport. The former refers to the utilisation of sport as a tool to address social, health, educational and community issues. Organisations that operate in this area are concerned with the development of people and their communities. Development of Sport is concerned with the improvement of sport including all of the processes and programs that support the community sport system and its talent pathways.? Because the core focus of each practice is totally different ? trying to use development of sport practices to engage the disadvantaged is fraught with challenges.

A question of priorities for the National, State and Professional Sporting Organisations

Increasing the accessibility of sport for the disadvantaged has basically been made the responsibility of national sporting organisations with resources for such programs driven by funding and participation plans with the Australian Sports Commission. These organisations also have responsibility for running and marketing their national competitions, national teams, elite player pathways, and overseeing the complexity of the community sport system that includes competitions, volunteer management, coach and official training and support. With a small proportion of a participation grant from the ASC these organisations are then expected to implement programs and initiatives that overcome the barriers to participation for parts of society that are the most difficult to engage. The sports then implement a range of traditional ?Development of Sport? practices which is only scratching the surface. Multicultural / Indigenous Officers with National or State wide responsibilities, small grant programs, reduced fees, online resources for volunteers, translation, webinars and promoting club participation DO NOT address the depth and breadth of the social issues. Successful engagement will occur by designing the sport offering to the needs and social-cultural realities of local communities and most importantly taking the sport to where the children and young people are ? schools!

Professional sport will always have other priorities whether it be an Australian Crime Commission Report, dealing with player behaviour, expansion, governance reviews, negotiating collective player agreements, bidding / organizing major events etc etc. For example since 2003, there have been approximately 30 new professional sporting franchises established in Australia across all of the major participation sports including Football (11), Netball (5), Rugby Union (2) Cricket (8), NRL (1), AFL (2) and Basketball (2). All of these are financial and human resource draining endeavours, it is any wonder the sports can?t prioritise grassroots or those beyond their system.

Compounding this, is that each sport is tied to the afore-mentioned traditional ?Development of Sport? processes that will almost always see the ?interests of the sport? put in front of the ?interests of people?. To drive engagement and participation for the groups of people who are most difficult to engage, requires programs to be developed and implemented in the ?interests of people and the community? ? a development THROUGH sport focus. So when there is little to no short and medium term return on investment from running resource intensive programs for the people ?who are outside their systems?, sports will do very little beyond what they secure government funding for. The fact is they will always have other strategic priorities and they are to far removed from the grassroots clubs and even further from the multi-cultural and disadvantaged communities to truly drive the social, health and community outcomes ? especially for the non-participants.

?Long-term funding approaches are needed to address this issue and improve the ineffective distribution of short term, short sighted funding (Crawford, NSWDSR).?

?Development through Sport Organisations

Development through sport organisations on the other-hand, have a sole focus on developing people and communities to drive social, community, health and educational outcomes. All of the outcomes that we know sport can achieve when structured and delivered the right way. These organisations include Football United, Rugby Youth Foundation, Clontarf Foundation, Midnight Basketball, Helping Hoops, Sport Without Borders, The Big Issue, RecLink and Red Dust Role models to name a few. Many of these organisations work closely with National and State Sporting bodies, though unfortunately run around in competition to each other (and the governing bodies) seeking funding from various non-sport related government agencies. Many of these organisations have been evaluated and implement best practice approaches. Football United in fact has robust and International first research that Australian Research Alliance for Children and Youth acknowledged ? ?Football United (FUn) is one of the only programs in Australia that has proven to enhance social inclusion for refugee, migrant and low SES children and youth in school settings? It would be difficult for any of the programs and initiatives run through the sport system by governing bodies to genuinely produce equivalent robust evidence based research that shows their programs are achieving equivalent social cohesion, education development and health outcomes

These organisations need to become a key pillar of the Australian Community sport system, not having to compete with each other nor compete with far more powerful and influential sporting bodies.

?Government and NGO?s have historically supported one-off, short-term activities that limit the development of genuine community capacity and undermine the potential for sustainable community-run sport programs (CMYI and Crawford)

The Social Responsibility of Sporting Organisations is to remove their barriers to participation.

Many of the national sporting organisations and professional sports have some focus on corporate social responsibility and partner with other development through sport Charities and non ?government organisations , usually through in-kind support ? equipment donations and access to development staff. However this support is diluted through their engagement often with dozens of other charities and causes (all credible and just as important in their own right), but which have very little or nothing to do with their sport.

Sporting bodies have such limited resources (all would be classified small to medium sized enterprises) ? in fact they are tiny compared to banks, insurance companies, telco?s etc. Why do they spread their finite marketing and community engagement resources across so many causes and charities? It makes no strategic sense. Mostly, their social responsibility focus only leverages their marketing and PR expertise not their core business of running a sport. Banks support financial literacy programs for the underprivileged while telco?s make technology more accessible for disadvantaged communities. None of these organisations spread their charitable support to the extent of sporting organisations.

Isn?t enabling participation in each respective sport by working to remove barriers, the number one social and moral responsibility of these organizations, and a better focus for scarce / core resources? By working with their stakeholders to fund and resource initiatives that reduce barriers to participation sporting bodies can utilise their existing sport management expertise, players and media profile to increase engagement with their game while driving long term social benefit in partnership with organisations that have that as their core focus. As a result there will also be far better long-term and sustainable social outcomes driven when resources of sporting bodies and development through sport organisations are combined.

?Recommendations

Change isn?t that difficult. To improve the participation rates and quality of outcomes driven by sport participation, the following recommendations are designed to: provide a clear, transparent and accessible picture of sport in the community; elevate school based sport and physical education as by far the best environment of overcoming barriers to participation; elevate the role of development through sport organisations in implementing a more comprehensive social outcomes based approach for sport; refocus the Australian Sports Commission?s largest community sport resource, the AASC, program to drive real and long term outcomes by building the capacity of both schools, development through sport organisations, and clubs in local communities.

1. A complete review of the sport in the community including:

  • An audit /stocktake of club based sports, non-affiliated sport for development organisations and private providers of sport. ie how many organisations and programs are being implemented and for who.
  • An audit / stocktake of the involvement of and capabilities of the volunteer system ie. How many volunteers, what roles are they undertaking and what level of training do they have.
  • Determination and publication of actual participation numbers across all sport including clubs, schools, community programs and development through sport organisations.
  • Establishing publically accessible performance indicators for participation in the community system, schools and around participation and coach / volunteer education etc.
  • An audit of the cross government financial support given to sport for development organisations ? to inform a consolidation of support and determination of key cross government agencies that should be collaborating.

2. A complete review of physical education (PE) / sport in schools including assessment of:

  • Number of hours children are participating per week, and how they participate.
  • Audit of school based sport participation including private provider programs.
  • Analysis of the quality of PE in primary schools.
  • Analysis of accessibility to school sport and PE for both high schools and primary schools.
  • Review / Analysis of interschool competitions and tournaments in terms of participation rates, accessibility and quality.
  • A review of teacher capabilities and motivation for PE / sport in primary schools.

3. All professional and governing sporting organisations must be required by the Federal government in their Governance Agreements to make ?development through sport? organisations a key pillar of their Corporate Social Responsibility and Community strategy through stringent partnerships that focus on resourcing and financing of the relationships appropriately.

4. Sport for Development NGO?s and Charities provided a budget source from the Federal government to drive social and community outcomes in partnership with NSO. These organisations then charged with the implementation of parallel sporting programs utilising schools and their facilities and linking participants with the club systems over time.

5. Change the AASC to Active School Communities and change the focus of regional coordinators to sport development concentrating on improving the quality of sport delivery in schools, clubs and other community organisations through improved training of teachers and volunteers and facilitation of relationships between schools and clubs.

Conclusion

This information will not be new to the majority of people working in the community sport industry. Some will argue that the proposals are occurring, citing endless examples of the relatively few athletes that have overcome adversity, as well as programs and initiatives designed to overcome the barriers. However current policy, funding mechanisms and practices are really only scratching the surface. The non-participation rate and the lack growth is damning ? with limited leadership, conviction, transparency and coordination, well-resourced and policy driven approaches to increase participation are few and far between.

The changes proposed do not represent a drastic re-structure of a complete industry. The resources are all there, from schools to clubs to the AASC program, to charities / NGO?s to community departments. The biggest challenge to this recommended approach is the power that is wielded in the board rooms of all of the major participation sports combined with their ability to publically stand against change that may reduce their government funding. However I can?t see this any other way than it is in the self ? interest of all of the sports to address this issue, ideally together. To not do so will likely reduce the talent pool leading to a reduction in performance of the elite teams and athletes thereby threatening their revenues from corporates and more importantly television. Beyond this self-interest it is also their social responsibility and the core responsibility of government to ?level the playing field?.

Civil unions for gay couples got the governor's signature in Colorado on Thursday, punctuating a dramatic turnaround in a state where voters banned same-sex marriage in 2006 and restricted protections for gays two decades ago.

Cheers erupted as Democratic Gov. John Hickenlooper signed the bill during a ceremony at the History Colorado Center near the state Capitol. Dozens of gay couples and others looked on, with many chanting "Equal! Equal!"

"There is no excuse that people shouldn't have all the same rights," Hickenlooper told the crowd.

The law takes effect May 1.

"It means I can change my name finally," said 21-year-old Amber Fuentes of Lakewood, who plans to have a civil union with Yolanda Martinez, 34. "It's not marriage, but it still gives us a lot of the rights."

Colorado will join eight states that have civil unions or similar laws. Nine states and the District of Columbia allow gay marriage.

The signing in Colorado comes less than a year after the proposal was blocked in the House by Republicans.

"It's really meaningful. To have the recognition of your love and relationship just like any other relationship by the state is an important both legal and symbolic thing," said Democratic House Speaker Mark Ferrandino, a sponsor of the bill and the first gay lawmaker to hold the title of speaker in Colorado.

Supporters of civil unions say the passage in Colorado also is telling because in 1992, voters approved a ban on municipal antidiscrimination laws to protect gays. Four years later, the U.S. Supreme Court said the law, known as Amendment 2, was unconstitutional ? but not before some branded Colorado a "hate state."

Ferrandino said the shift "shows how much through hard work and through a very thoughtful approach you can change public opinion."

Civil unions grant gay couples rights similar to marriage, including enhanced inheritance and parental rights. People in civil unions also would have the ability to make medical decisions for their partners.

Most Republicans opposed the bill, saying they would've liked to see religious exemptions to provide legal protections for those opposed to civil unions. Churches are shielded under the new law, but Democrats rejected protections for businesses and adoption agencies, arguing the Republican suggestions were too broad and could provide legal cover to discriminate.

In May, Democrats said they had enough votes to pass the bill. But Republicans who controlled the House by one vote prevented debate on the measure.

Democrats took control of the House in November and retained the Senate.

Some Republicans insist the bill is too similar to marriage, and therefore violates the will of voters in 2006.

"Even though it was specifically told to us that it wasn't about marriage, I think both sides know that it is what it is about," said Republican Rep. Lori Saine, speaking against the bill before a final vote last week.

Democratic Sen. Pat Steadman, also a gay lawmaker who sponsored the bill, said public support has grown for civil unions because same-sex couples face the same challenges as other families.

"The issues at hand are ones that families all across the state know all too well," he said.?

Tree Obama Planted in Jerusalem May Be Uprooted for Inspection

It's an old gospel song: Just like a tree planted by the water, I shall not be moved. But if you're the magnolia tree the president of the United States planted today in Jerusalem, there's a chance you might be moved.

Obama planted a tree on Wednesday in Israeli President Shimon Peres's Jerusalem garden. It's a gift for a man Obama said has planted "the seeds of progress, the seeds of security, the seeds of peace - all the seeds that have helped not only Israel grow but also the relationship between our two nations grow."

The tree was meant to signify the strong roots of the relationship between the United States and Israel. But before these American roots can take hold, the Israeli government will inspect them.

An Israeli official tells ABC News that the magnolia tree will be tested and possibly removed in a week by the Israeli Agriculture Department. The roots of the tree were apparently kept in a plastic covering during the planting. As in the U.S., Israeli law forbids plants and trees from other countries from entering Israel. The White House and the Israeli government were aware of the limitations ahead of the visit.

A White House official confirms that the tree given to Peres was grown from a set of seeds from the original Jackson Magnolia alongside the Rose Garden on the South Lawn of the White House. It was planted in the 1830s by President Andrew Jackson. An official says it is the oldest known presidential tree on the grounds of the White House.

During remarks at Peres's official residence, Obama mentioned the story in the Talmud of Honi and the Carob Tree: A man sees an older man planting a carob tree and tells him that it will take 70 years before the tree grows fruit. Obama told the crowd the older man's reply: "When I came into the world, I found carob trees. As my forefathers planted for me, so will I plant for my children."

There's good news for Obama's magnolia tree: If removed for testing, it is expected to be replanted in the same spot. It's currently near a tree given by Pope Emeritus Benedict XVI during his May 2009 trip to the Holy Land. An Israeli official says Benedict's tree didn't undergo any testing because it was purchased in Israel.

Trafficking crackdown may be Obama's best chance on gun control

WASHINGTON (Reuters) - Winning a crackdown on gun traffickers may be the best that President Barack Obama can get in his faltering efforts to have Congress pass gun control legislation.

Lawmakers are scaling back the White House's ambitions for sweeping gun control measures after a planned ban on assault weapons was effectively ruled out in the Senate this week.

Two senators involved in the gun debate said on Wednesday that a bill to tackle trafficking looks like it is the gun control measure with the most chance of success.

"The most likely bill to pass" is a measure that would make it a federal crime to purchase guns for someone who is barred from owning one, said Dick Durbin, the No. 2 Democrat in the Senate.

Such transactions, dubbed "straw purchases," allow criminals to obtain firearms while avoiding background checks.

Durbin, from Illinois, said straw purchasing "is flooding Chicago with guns." The prospect of 15 years in jail under the bill will frighten off people who buy weapons for Chicago criminals, he said.

"It scares the hell out of them. It should be scaring the hell out of them. That's why I think this will be the lead piece of legislation," Durbin told a Wall Street Journal breakfast roundtable with reporters.

Durbin said the only other gun-related measure that will likely win approval is one to provide $40 million a year for 10 years to improve school security. It is seen as a minor step in the fight against gun violence. "It is virtually non-controversial," Durbin said.

Republican Senator Charles Grassley from Iowa agreed that the two issues would receive support in the Senate.

"Those will pass," Grassley, the top Republican on the Senate Judiciary Committee, told Reuters. "Trafficking firearms is a serious problem," he said.

Obama suffered a blow on Tuesday when Senate Majority Leader Harry Reid acknowledged there was not enough support for prohibiting the sale of assault weapons.

The proposed ban was one of the parts of Obama's gun control efforts most directly linked to the December 14 massacre at an elementary school in Newtown, Connecticut, that left 20 children and six adults dead. The gunman, Adam Lanza, 20, used an assault-style automatic rifle.

A push to impose a limit of 10 bullets on high-capacity ammunition clips is also likely to die in the Senate through lack of support from both Republicans who traditionally oppose gun control and pro-gun Democrats, some of whom fear being targeted by a National Rifle Association lobbying campaign.

The only remaining major gun control effort is a plan to require background checks for all gun buyers. But it is also in danger.

"It could pass the Senate, but it will never get through" the Republican-led House of Representatives, Grassley said.

Grassley charged that the background check bill, despite claims to the contrary by Democrats, would "lead to (gun) registration," which has been long opposed by gun-rights advocates.

Durbin suggested that the fate of the background check bill may depend on efforts to reach an elusive bipartisan compromise. There is a snag over proposed record-keeping in private sales.

Federally registered gun dealers are required to conduct background checks on buyers, but about 40 percent of purchases are from private sellers who have no such obligation. The bill would expand the background check requirement to private sales.

Repaying Student Loans | iHELP Student Loans Blog

smart borrowingWe all know by now that in the United States, a university education has become very expensive. The average American makes about $50,000 per year, while most private colleges cost approximately the same amount (including Room & Board). For most Americans, this means that even after years of diligent saving, the only realistic way to pay for their kids? college is by taking out loans.

Loans should not be the first step, though. It?s very important to take full advantage of any free money you or your child can get , such as grants and scholarships. Take your search for free college money very seriously ? view it as a full-time job in fact. It can make a huge difference in your financial future.

Once you?ve exhausted all your options for free money, apply for low-cost federal college loans. Private student loans, even affordable student loans, should be your last resort. Keep in mind that taking out loans can be a slippery slope and one should not do so flippantly. Though we may not realize it in our teens, obtaining loans is a very serious commitment, and a loan does not equate to ?free money.? Procuring a loan does not mean that you can spend frivolously, and it does not permit you to put financial responsibility on the back burner.

Take out student loans only if it?s absolutely necessary to fund your education; don?t take out loans because you?d rather spend the cash that you do have on a trip to Cancun during spring break. You should only borrow the amount that you absolutely must borrow, after factoring in savings, scholarships, federal loans and any income you might be able to earn as a student.

Obviously, loans can be a double-edged sword, but student loans are not evil. They exist to help you. They effectively help people to further themselves in education and business. Use your loans properly and responsibly, be smart about your finances, and you?ll have them to thank for your college diploma. Use them wastefully and you?ll be working to pay them off for your entire post-college life.

In short, borrow responsibly. Remember that a loan is not your money; keep in mind that it is merely temporarily in your possession and that you are destined to repay your debt. If you do this, loans will work to your advantage, rather than becoming an unmanageable burden.

After graduating, work hard to pay your loans as quickly as possible, starting with the most expensive, high-interest loan. As Tim says in an inspiring Mint article, ?Each time I paid off a loan I became stronger and more determined to beat them all. Seeing all of your debt in once place can be overwhelming, but if you tackle it one step at a time, you can become debt-free too, so hang in there!?

Four dinosaur egg species identified in Lleida, Spain

Mar. 12, 2013 ? A study headed by the Miquel Crusafont Catalan Palaeontology Institute has for the first time documented detailed records of dinosaur egg fossils in the Coll de Narg? archaeological site in Lleida, Spain. Up until now, only one type of dinosaur egg had been documented in the region.

The archaeological site in Coll de Narg? containing dinosaur eggs lies some 8 kilometres to the west of the town that bears the same name in the province of Lleida. This region is home to different types of geological formations, including the Areniscas de Ar?n Formation and the Tremp Formation, which have provided a rich and varied yield of dinosaur fossils through the entire Pyrenees region.

"Eggshells, eggs and nests were found in abundance and they all belong to dinosaurs, sauropods in particular. Up until now, only one type of dinosaur egg had been documented in the region: Megaloolithus siruguei. After analysing more than 25 stratus throughout the Tremp Formation, a minimum of four different additional types were identified: Cairanoolithus roussetensis, Megaloolithus aureliensis, Megaloolithus siruguei and Megaloolithus baghensis," as explained by Albert Garc?a Sell?s from the Miquel Crusafont Catalan Palaeontology Institute and lead author of the study.

One of the main problems faced by palaeontologists when studying fossil remains is determining the age of the sediments that contain them. There are fossils known as "guide fossils" whose characteristics allow for the age of rocks to be deduced. However, these fossils are frequent in marine sediments but more scarce and difficult to find in land sediments.

"It has come to light that the different types of eggs (oospecies) are located at very specific time intervals. This allows us to create biochronological scales with a precise dating capacity. In short, thanks to the collection of oospecies found in Coll de Narg? we have been able to determine the age of the site at between 71 and 67 million years," ensures the expert.

The paleontological sites in the south of Europe containing dinosaur remains have a high scientific value since they allow us to understand and thus reconstruct the ecosystems at the end of the Mesozoic Era.

The latest scientific investigations show that the dinosaur fauna of the European Continent living for a short time before the great extinction some 66 million years ago can be found exactly on the southern side of the Pyrenees.

A connection between French and Spanish dinosaurs

The discovery of Cairanoolithus fossils in this area is an important finding. Given that this type of eggs is only known in the south of France, they are the first of their kind found in the Iberian Peninsula.

According to Garc?a Sell?s, this discovery constitutes a new proof of the connection between dinosaur fauna in France and in the Iberian Peninsula some 70 million years ago.

Furthermore, finding dinosaur eggs and nests in more than 25 stratigraphic levels provides clear evidence that these sauropods used the Coll de Narg? region as a nesting area for millions of years.

"We had never found so many nests in the one area before. In addition, the presence of various oospecies at the same level suggests that different types of dinosaurs shared the same nesting area," concludes the scientist.

US expels 2 Venezuelan diplomats

WASHINGTON (AP) ? The Obama administration has expelled two Venezuelan diplomats in retaliation for Venezuela's expulsion of two U.S. military attaches.

Washington wants to repair ties with Venezuela after Hugo Chavez's death but has made little headway so far. Shortly before Chavez died last week, Venezuela expelled two U.S. Air Force attaches in Caracas for alleged espionage. The Obama administration waited until after Chavez's funeral on Friday to announce any reciprocal action.

The U.S. action comes as Venezuela prepares for an April election to choose a new leader.

On Saturday, junior Venezuelan diplomats Orlando Jose Montanez Olivares and Victor Camacaro Mata were ordered to return home, State Department spokeswoman Victoria Nuland told reporters Monday.

Montanez, an official at the embassy in Washington, and Camacaro, who served in Venezuela's New York consulate, left the United States on Sunday.

The U.S. expulsions amount to standard diplomatic retaliation.

The two countries haven't had ambassadors posted in each other's capitals since 2010. Chavez rejected the U.S. nominee at the time, accusing him of making disrespectful remarks about the Venezuelan government. Washington then revoked the visa of Venezuela's ambassador to the U.S.

Beyond the diplomatic tit-for-tat, Venezuelan officials have ratcheted up the anti-U.S. rhetoric of late, accusing Washington of responsibility for Chavez's cancer.

Administration officials declared themselves highly disappointed with Nicolas Maduro, the interim president and Chavez's desired successor, for a news conference he gave last week as the Venezuelan's health worsened. Comparing Chavez to Palestinian leader Yasser Arafat, Maduro suggested that Chavez had been poisoned.

In recent months, as Chavez's health deteriorated, the administration sounded out Maduro in an attempt to improve relations that became badly strained during Chavez's 14 years in power.

Despite some positive feedback from a November telephone call with Roberta Jacobson, the top U.S. diplomat for Latin America, American officials see little possibility of a sudden improvement in relations with Venezuela given its upcoming election. Maduro is running against opposition leader Henrique Capriles.

Officially, Washington hasn't taken sides. It has focused its calls on the need for free and fair elections.

An international team of authors from 17 institutions in seven countries, including the Woods Hole Research Center, published a study in the journal Nature Climate Change on the 10 March 2013 (10.1038/NCLIMATE1836: http://www.nature.com/nclimate). The study shows that, as the cover of snow and ice in the northern latitudes has diminished in recent years, the temperature over the northern land mass has increased at different rates during the four seasons, causing a reduction in temperature and vegetation seasonality in this area. The temperature and vegetation at northern latitudes increasingly resemble those found several degrees of latitude farther south as recently as 30 years ago.

The NASA-funded study, based on newly improved ground and satellite data sets, examines critically the relationship between changes in temperature and vegetation productivity in northern latitudes. "The amplified warming in the circumpolar area roughly above the Canada-USA border is reducing temperature seasonality over time because the colder seasons are warming more rapidly than the summer," says Liang Xu, a Boston University doctoral student and lead co-author of the study. As a result of the enhanced warming over a longer ground-thaw season, the total amount of heat available for plant growth in these northern latitudes is increasingcreating large patches of vigorously productive vegetation totaling more than a third of the northern landscapeover 9 million km2, which is roughly about the area of the USA.

A key finding of this study is an accelerating greening rate in the Arctic and a decelerating rate in the boreal region, despite a nearly constant rate of temperature seasonality diminishment in these regions over the past 30 years. "Some areas of boreal forest will be negatively impacted by warming temperatures, from increased drought stress as well as insect and fire disturbance, but this work shows that in most high latitude regions we see increased productivity resulting from a reduced range of seasonal temperature variability," says co-author Scott Goetz, a senior scientist at the Woods Hole Research Center. Dr. Goetz's research focuses on ecosystem responses to environmental change, including monitoring and modeling the linkages and feedbacks between forests and climate, land use change and disturbance.

The authors measured seasonality changes using latitude as a yardstick. They first defined reference latitudinal profiles for the quantities being observed and then quantified changes in them over time as shifts along these profiles.

"Arctic plant growth during the early 1980s reference period equaled that of lands north of 64 degrees north. Today, just 30 years later, it equals that of lands above 57 degrees northa reduction in vegetation seasonality of about seven degrees south in latitude," says co-author Prof. Terry Chapin, Professor Emeritus, University of Alaska, Fairbanks. The change equates to a distance of approximately 480 miles southward.

Based on analysis of 17 state-of-the-art climate model simulations, diminishment of temperature seasonality in these regions could be more than 20 degrees in latitude by the end of this century relative to the 1951-1980 reference period. These changes will affect local residents as change occurs in ecosystem services, such as in timber and traditional food production, as a result of warming temperatures. They will also impact the global community through changes in regulatory ecosystem services relating to emissions of greenhouse gases.

A recent clinical trial found that interferon?-1a (INF) and glatiramer acetate (GA), two of the most commonly prescribed drugs for multiple sclerosis (MS), provide no additional clinical benefit when taken together. While findings published today in Annals of Neurology, a journal of the American Neurological Association and Child Neurology Society, suggest that taking both INF and GA together was not superior to GA monotherapy in reducing relapse risk; the combination therapy does appear to reduce new lesion activity and total lesion volume.

The National Institute of Neurological Disorders and Stroke (NINDS) describes MS as a neuroinflammatory disease, which affects the central nervous system by attacking myelin, a substance found in nerve fibers. NINDS estimates that up to 350,000 individuals in the U.S. are diagnosed with MS, which affects twice as many women as men, with most symptoms appearing between the ages of 20 and 40. Experts believe this complex autoimmune disease may be caused by genetic and environmental factors.

"While there are a number of drugs to treat MS, our study is the first to investigate if the concurrent use of two drugs with different modes of action would provide any additional clinical benefit without side effects," explains lead author Dr. Fred Lublin, Director of the Corinne Goldsmith Dickinson Center for Multiple Sclerosis at Mount Sinai Medical Center in New York. The research team enrolled 1,008 participants from 68 sites in this double-blind, randomized, controlled phase III trial. Participants received IFN plus GA (499), IFN alone (250), or GA alone (259), with 30g IFN administered intramuscularly weekly and/or 20 mg of GA injected daily. The groups were followed for three years to assess if the combination therapy reduced MS relapse rates.

Trial results found that the IFN plus GA combination did not lessen disease progression according to the Expanded Disability Status Scale (a measure of disability caused by MS) or show change in the Multiple Sclerosis Functional Composite (measure used during clinical trials to assess leg, arm, and cognitive function in MS patients) better than the individual agents over a three-year period. The combination therapy and GA alone were significantly better than IFN in reducing relapse risk. MRI findings also suggested that the IFN plus GA together were better in reducing new lesions (plaques) and total lesion accumulation than either drug alone.

Dr. Lublin concludes, "Combining two of the most commonly prescribed MS therapies did not produce significant clinical benefit, reducing relapse risk, during the three-year study period. We will continue to monitor this group to determine if the combination therapy displays positive results, particularly in reducing lesion activity, beyond the initial trial timeframe."

In a related editorial, Dr. Stephen L. Hauser, Department of Neurology Chair at University of California, San Francisco and Editor-in-Chief of Annals adds, "In the end, CombiRx was essentially a negative study, with the combination therapy doing no better than monotherapy in reducing MS relapse rate over three years. However, the continued follow-up of this group by Dr. Lublin and colleagues provides an opportunity to develop a comprehensive long-term history of MSassessing response to first-generation therapies, possibly predicting individual disease trajectories, and understanding of treatment response. CombiRx could emerge as a model for long-term assessment, not only in MS, but across clinical neuroscience."

A recent clinical trial found that interferon?-1a (INF) and glatiramer acetate (GA), two of the most commonly prescribed drugs for multiple sclerosis (MS), provide no additional clinical benefit when taken together. While findings published today in Annals of Neurology, a journal of the American Neurological Association and Child Neurology Society, suggest that taking both INF and GA together was not superior to GA monotherapy in reducing relapse risk; the combination therapy does appear to reduce new lesion activity and total lesion volume.

The National Institute of Neurological Disorders and Stroke (NINDS) describes MS as a neuroinflammatory disease, which affects the central nervous system by attacking myelin, a substance found in nerve fibers. NINDS estimates that up to 350,000 individuals in the U.S. are diagnosed with MS, which affects twice as many women as men, with most symptoms appearing between the ages of 20 and 40. Experts believe this complex autoimmune disease may be caused by genetic and environmental factors.

"While there are a number of drugs to treat MS, our study is the first to investigate if the concurrent use of two drugs with different modes of action would provide any additional clinical benefit without side effects," explains lead author Dr. Fred Lublin, Director of the Corinne Goldsmith Dickinson Center for Multiple Sclerosis at Mount Sinai Medical Center in New York. "The CombiRx study was designed to assess whether IFN and GA in combination was more effective than either alone in reducing relapse of MS."
