Obama's opening "fiscal cliff" bid seeks debt limit hike, stimulus

WASHINGTON (Reuters) - The Obama administration's opening bid on Thursday in negotiations to avert a year-end fiscal crunch included a demand for new stimulus spending and authority to unilaterally raise the U.S. borrowing ceiling, a Republican congressional aide said.

The proposal, made by Treasury Secretary Timothy Geithner to congressional Republican leaders on Capitol Hill, was seen as offering little the Republicans could agree to and was greeted with laughter, the aide said.

"We can't move any closer to them because they're not even on our planet," the aide said. "It was not a serious proposal."

Obama and congressional Republicans are returning to the bargaining table to prevent across-the board tax increases and deep spending cuts, the so-called fiscal cliff, from taking effect next year.

The president wants Bush-era tax breaks to be extended for all but the wealthiest earners, but Republicans have balked at tax hikes of any kind.

In the maiden bargaining session, Geithner, the president's lead negotiator, proposed raising tax revenues by $1.6 trillion, congressional aides confirmed. That figure is in line with what Obama has said is necessary to achieve long-term deficit reduction of $4 trillion over 10 years.

The administration also sought at least $50 billion in new economic stimulus spending.

Obama's negotiators also sought the ability to raise the nation's borrowing limit unilaterally. Currently, Congress must approve an increase in the debt ceiling, and it was an impasse over that issue that brought the country perilously close to default in 2011.

The administration's proposal would put off across-the-board spending cuts for a year.

In exchange the administration agreed to make $400 billion in spending cuts to entitlement programs, an aide confirmed.

The White House had no comment on the details of the offer.

"The only thing preventing us from reaching a deal that averts the fiscal cliff and avoids a tax hike on 98 percent of Americans is the refusal of congressional Republicans to ask the very wealthiest individuals to pay higher tax rates," a White House official said.

Cut to a year later: Jackson has just been sworn in as director of California?s department of Parks and Recreation. The department has had a bumpy year, with its last director resigning in disgrace after officials were discovered to have hidden over $50 million of parks money in special funds. ?Prior to that, dozens of parks went on the closure list due to lack of funds while private citizens rallied to save them.

The new director brings managerial experience, knowledge of renewable energy and environmental issues and a deep love and respect for the outdoors. Governor Jerry Brown said that under his leadership, ?the stewardship of California?s beaches, forests, estuaries, dunes and wetlands is in good hands and that the confidence and trust of Californians in our Parks Department will be restored.? ?But is that easier said than done?

US pending home sales jump to nearly a 6-year high

(AP) ? An index measuring the number of Americans who signed contracts to buy homes in October jumped to nearly its highest level in almost six years. Steady job gains and record-low mortgage rates have made home buying more attractive.

The National Association of Realtors said Thursday that its seasonally adjusted pending home sales index rose 5.2 percent to 104.8 in October. Excluding a few months when the index spiked because of a homebuyer tax credit, that is the highest level since March 2007.

The increase points to healthy sales increases of previously occupied homes in the months ahead. There's generally a one- to two-month lag between a signed contract and a completed sale.

The rise in sales adds to evidence of a steady housing recovery. Builders are more confident in sales and are starting construction on more homes. Home prices are rising on a consistent basis, which encourages more potential buyers to come off the sidelines and purchase homes. And more people may put their homes on the market if they gain confidence that they can sell at a good price.

The report is "another indicator suggesting that the recovery in housing has broadened and has sustained momentum," Michael Gapen, an economist at Barclays Capital, said in a note to clients.

Signed contracts jumped 15.6 percent in the Midwest and rose 5.5 percent in the South. But they fell 1.1 percent in the West and dipped 0.1 percent in the Northeast.

Superstorm Sandy lowered pending sales in the Northeast, the Realtors' group said. The West was hurt by low inventories of available homes.

Mortgage rates remained near record lows this week. The average rate on the 30-year loan was 3.32 percent, mortgage buyer Freddie Mac said, just above 3.31 percent last week, which was the lowest on records dating to 1971.

A big reason for the rebound in housing is that the excess supply of homes that built up before the housing crisis has finally thinned out. The number of previously occupied homes available for sale has fallen to a 10-year low. The inventory of new homes is also near the lowest level since 1963.

At the same time, more people are looking to buy or rent a home after living with relatives or friends during and immediately after the Great Recession.

Those trends are also pushing up home sales and construction. Sales of previously occupied homes are near five-year highs, excluding temporary spikes in 2009 and 2010 when a homebuyer tax credit boosted purchases.

Builders, meanwhile, are more optimistic that the recovery will endure. A measure of their confidence rose to the highest level in six and a half years this month. And builders broke ground on new homes and apartments at the fastest pace in more than four years last month.

BRUSSELS: Greece won breathing space on Tuesday with long-frozen eurozone loans to restart from December and a first clear admission that a chunk of the country's debt burden will need to be written off down the line.

After 13 hours of talks in Brussels, the eurozone and the International Monetary Fund agreed to unlock 43.7 billion euros ($56 billion) in loans and on the need to grant significant debt relief for decades to come.

Greece must still meet a series of agreed conditions but "the decision will certainly reduce the uncertainty and strengthen confidence in Europe and in Greece," said European Central Bank President Mario Draghi who left the talks before a final press conference.

Starved of bailout financing since the summer, Greek Prime Minister Antonis Samaras hailed the deal in Athens, while German Finance Minister Wolfgang Schaeuble said the package would be presented to German lawmakers by the end of the week.

Other member states will also have to obtain their parliament's approval for the deal.

"Everything has gone well," Samaras told reporters in Athens.

"All Greeks have fought (for this decision) and tomorrow is a new day for every Greek person," he added.

Finance ministers, the IMF and the ECB said the money would be paid in four installments from Dec.13 through until the end of March, conditional on Greece funnelling income back to creditors at source and on the implementation by Athens of tax reforms settled with creditors.

The initial market response was upbeat.

On currency markets the euro was stronger in Asian trade as investors breathed a sigh of relief over the deal for Greece.

The 17-nation currency bought $1.2980 and 106.46 yen in Tokyo morning trade after briefly topping $1.30 for the first time in about a month.
That was up from $1.2971 and 106.38 yen in New York trade late on Monday.

Asian stock markets also enjoyed the news in early trading, with Tokyo shares rising 0.38 per cent by the break, Hong Kong up 0.25 per cent and Sydney gaining 0.68 per cent.

The results of the "labourious" negotiations according to IMF head Christine Lagarde are intended to see Greece's debt-to-GDP ratio fall from an estimated 144 percent to 124 per cent come 2020, and "substantially below 110 per cent" of gross domestic product by 2022.

"The IMF wanted to make sure the euro partners would take the necessary actions to bring Greece's debt on a sustainable path," said Lagarde.

"I can say today that it has been achieved."

There will be a mixture of techniques used to bring down Greece's debt burden.

These will begin with a buyback by Greece of old debt that has fallen in value on commercial money markets as well as national central banks across the eurozone foregoing profits on holdings of Greek debt whose worth has slumped.

Maine gas prices drop slightly

AUGUSTA, Maine (AP) ? Gas prices in Maine dropped slightly in the past week, but remain well above the national average.

Price-monitoring website MaineGasPrices.com reports Monday that the average retail price in the state fell by just over a penny to $3.58.

Nationally, the price remained unchanged, at $3.43 per gallon.

Prices in Maine are now nearly 11 cents lower per gallon than a month ago, yet remain more than 18 cents higher than a year ago.

A company analyst predicts that prices will fluctuate up and down between now and Christmas.

Defeated Sierra Leone opposition says election flawed

FREETOWN (Reuters) - Sierra Leone's main opposition party on Saturday attacked the credibility of a poll that saw incumbent President Ernest Bai Koroma elected to a second term in an outright victory.

The dispute risks tarnishing a vote deemed free and fair by observers and that many hope will help pave the way for an economic revival of the war-scarred West African nation.

Koroma's main challenger Julius Maada Bio, a former military junta leader, said "systemic and widespread irregularities, malpractices and injustices ... undermined the credibility of the results."

While the SLPP stopped short of rejecting the results outright, a top party official said the chances it would accept its defeat when the party's leadership meets on Tuesday were slim.

"It's very unlikely. Our membership are very strong-hearted about it," the SLPP's national secretary general Banja Tejan-Sie told Reuters.

While analysts predicted ethnic loyalties would make it hard to secure the 55 percent of votes required for a first round victory in the November 15 election, Koroma and his All People's Congress party won outright with 58.7 percent.

Bio garnered 37.4 percent of votes in a high turnout for the election, the third national poll since the end of a 1991-2002 civil war that made Sierra Leone notorious as a "blood diamonds" battleground for rebels and child soldiers.

At stake was the job of overseeing billions of dollars of investment in a natural resources boom with the potential to lift the gold, oil and iron-rich country from poverty.

Iron-ore shipments by British companies African Minerals and London Mining are expected to help the economy achieve 20 percent growth this year, below original forecasts of more than 50 percent, but still one of the highest growth rates on the planet.

While a large European Union observer mission said the advantage of incumbency meant the electoral playing field was skewed in favour of Koroma, it and other observers called the process free and fair.

More than 9,000 polling stations catered to the country of 5.5 million voters on election day.

In a statement released before the results on Friday, electoral commission chief Christiania Thorpe said recounts took place in 173 polling stations, however over-voting was only found to have occurred in five.

"It is mathematically impossible for the number of ballots in the ballot boxes to be recounted to impact the outcome of the presidential election," the statement read.

Koroma's spokesman Unisa Sesay said on Saturday that the poll result was credible and the NEC had thoroughly investigated the SLPP's complaints.

"It's not only Sierra Leoneans who are saying it," he said. "Don't forget that these are the elections that have been most comprehensively observed for a very long time."

Many of these games feature monsters which the adventurers need to overcome, and can be played single-handedly or in a group or 'party'. Sometimes these games have an online feature which you can invite other friends and players to play and assist you in a goal or achieve common goals within a group.

Study reveals the proteins expressed by human cytomegalovirus

New findings reveal the surprisingly complex protein-coding capacity of the human cytomegalovirus, or HCMV, and provide the first steps toward understanding how the virus manipulates human cells during infection. The genome of the HCMV was first sequenced over 20 years ago, but researchers have now investigated the proteome?the complete set of expressed proteins?of this common pathogen as well.

HCMV is an incredibly successful virus, and it infects most humans on the planet. Birth defects and disease, however, are only known to occur in newborn infants and adults with compromised immune systems, respectively. But, the pathogen also has one of the largest viral genomes on record, with a massive 240,000 base pairs of DNA. (For comparison, the genome of the poliovirus only contains about 7,500 base pairs.)

Noam Stern-Ginossar from the University of California in San Francisco, along with colleagues from the United States and Germany, used a combination of techniques, including ribosome profiling and mass spectrometry, to study HCMV's proteome. The method could be used to investigate proteins produced by other viruses as well, they say.

The researchers' findings appear in the 23 November issue of the journal Science, which is published by AAAS, the nonprofit science society.

"The genome of a virus is just a starting point," explained Jonathan Weissman from the University of California, a co-author of the Science report. "Understanding what proteins are encoded by that genome allows us to start thinking about what the virus does and how we can interfere with it? Each of the proteins we've identified has the potential to tell us how this virus is manipulating its host cell."

Stern-Ginossar and the other researchers suspected that existing maps of HCMV's protein-coding potential, based largely on computational methods, were far from complete. So, they began mapping the positions of ribosomes?the cellular organelles in which proteins are synthesized?during an HCMV infection of human fibroblast cells. With the resulting map, Stern-Ginossar and her colleagues discovered templates for hundreds of previously unidentified proteins that were encoded in corresponding DNA segments of the viral genome, known as open reading frames.

Surprisingly, the researchers found that many of these open reading frames encode for exceptionally short protein sequences (fewer than 100 amino acids). And some of the newly identified open reading frames were even hiding inside other open reading frames, they say.

"A key finding of our work is that each of these templates can encode more than one protein," said Annette Michalski from the Max Planck Institute of Biochemistry in Martinsried, Germany, another co-author of the Science report. "And these extremely short proteins might be more common than we expect."

The researchers applied mass spectrometry to confirm the presence of many unknown viral proteins that had been predicted by mapping the ribosome positions.

In the future, this coupling of ribosome profiling with mass spectrometry might be used to investigate the proteomes of other complex viruses. Eventually, such information could be used to understand how different viruses hijack their hosts' cells for their own purposes.

On patrol with a shark ranger in Indonesia

RAJA AMPAT, Indonesia ? The remote Indonesian archipelago of Raja Ampat is home to an underwater treasure trove of coral reefs and tremendous biodiversity, miles away from polluted urban centers and human encroachment.

The faraway islands in Western Papua, regarded by many marine experts as having the potential to help restore the world's ailing coral reefs, are vulnerable to the unchecked exploitation of a lucrative treasure that is rapidly disappearing from Indonesia's waters: sharks.

China's growing appetite for the de rigueur shark fin soup has attracted fishermen from elsewhere in Indonesia and Southeast Asia to the waters around Raja Ampat's 1,500 islands.

Understanding the beauty and diversity of Raja Ampat, aka 'Underwater Eden'?

Alarmed, conservationists and local villagers worked together to create the Misool Eco Resort and Conservation Center in 2005, establishing a 165-square-mile "No-Take Zone" that banned fishing.

When a neighboring village requested to take part, the area was expanded to 472 square miles, roughly the size of the city of Los Angeles.

The Misool team also recruited a group of rangers to help patrol the waters for illegal fishermen. Earlier this year, NBC News had an opportunity to go on patrol with Abdul Razak Tamher, 31, one of the first rangers.

Q: Before 2005, what were shark and fish stocks like in this area of Raja Ampat?

A: Before 2005, one of the main occupations of the people of my village was fishing. That's what we did every day and one of the big things fished were sharks. By the 2000s there were very few sharks left in the area, but in the 1980s and 90s when I was fishing there were lots of sharks. A lot of people used dynamite and potassium cyanide for fishing.

Q: So did villagers in Misool know they had to change the way things were done?

A: At that time, people here really didn't think much about shark or marine conservation. We didn't know shark fishing was illegal (prior to the formation of the No-Take Zone in 2005, the local governor had actually signed a law against shark fishing) because nobody from the government came out here to tell or educate us that it was illegal and bad for the ecology to fish sharks.

It was really through the efforts of the resort to educate the village about the importance of sharks and protecting the marine environment that we saw the importance of it and began to appreciate the natural beauty ourselves. Now if people from my village hear of a shark fishing boat coming into this area, they get really upset.

NBC News' Richard Engel talks to a Conservation International scientist as he identifies a new species of fish.

Q: Is conservation a completely foreign idea here? Isn't there a long tradition of seasonal fishing and spiritual beliefs around protecting certain animals?

A:?We've embraced principles of conservation since the beginning of our culture. They were simple ideas, but they still worked for us. For example, we would harvest clams from the ocean for six months, then depending on the ocean conditions, we would close that area for sometimes up to a year before harvesting again.

Many of the original families in this area are forbidden to eat different sea creatures like sharks or turtles or other kinds of fish. In each case, there is a reason why each family respects and protects a certain animal. It could be that a family member or fisherman generations ago was rescued by that species or guided to land at a time of need. Many still believe that if someone in the family breaks this taboo, they will get sick or something bad will happen.

Q:?In 2006, the rangers were formed with just five of you and a few of you were actually former shark fishermen. What made you make such a dramatic change in your life?

?A:?I personally wasn't involved in shark fishing, but other original rangers that were here in the beginning and their village elders were shark fishermen. Even though they were shark fishermen and lived off the harvest of the ocean, they realized that they needed to preserve this area and the marine life for future generations to come.

Many of us felt ? and still feel today ? that if we told our children or grandchildren that there were lots of fish and sharks in the sea around these islands and they went there and saw none they would think that we were liars and we just couldn't allow that to happen.

Conservation International works with Indonesian children to help them learn how to protect the most diverse underwater region in the world. ?NBC News' Richard Engel reports.

Q:?What was it like in the early days with the rangers?

A:?The rangers weren't really effective until 2009 because at that time there was only one speed boat that was always busy getting lumber for the construction of the resort. So we would only go out if we saw an illegal boat go past the resort. From 2006-2009, we went out almost every day. In the months of June and July, the area was choked with shark finning boats from as far away as Java that cast long lines with sometimes 1,000 or 2,000 hooks to catch sharks.

To expel the foreign boats, it wasn't a problem. We would just go up to the boats and tell them leave and they would go. Local fishermen were tougher. Most of the problems had to do with local fishermen not agreeing with the contract we signed with Misool Eco Reserve to create the no-take zones or claiming they were not around when the contract had been reached. They would also say we have it easy since we work as rangers and make a lot of money, so we don't need to fish like they did.

Q:?How soon after the reserve formed did you start to see results from the sanctuary?

A:?After two or three years, I started to see a lot of sharks in the lagoons and my friends who went diving began to see more fish. There were just some researchers here in Misool who were shocked by the amount of fish who were in the protected areas. The results have just been amazing.

Q:?How have the villages in the area adapted to the sanctuary?

A:?In the beginning, there were a lot of problems with the villagers not understanding the rangers' mission. The most important thing we did to get people behind us was to use Adat, or traditional Papuan village law. This was done by developing a close relationship with the ancestral village head, as he holds the power of the village and so people will listen to what he says. If we didn't have the village head, then it would have been difficult to enforce the rules of the sanctuary.

Q:?What's next for the rangers in the coming years?

A:?We all hope the ranger patrol can continue forever and that we have the resources to keep recruiting young people from the villages to the patrol. We now have three ranger stations built and we hope to have three rangers in every station with small, fuel-efficient boats that can be used to spot illegal fishermen and intercept them until support can show up.

The other big problem we'd like to fix is communication. Radio communication in this region of Raja Ampat is difficult because all the radios we have now are line-of-sight and the islands interfere with signal within short distances. The plan is to build a main radio/repeater station that will cover the entire area so that there is clear contact throughout the sanctuary.

Suh's left cleat hits QB Schaub below the belt

DETROIT (AP) ? The left cleat of Detroit Lions defensive tackle Ndamukong Suh connected with Houston Texans quarterback Matt Schaub in his groin area in their Thanksgiving game.

It wasn't clear on replays Thursday whether it was intentional.

Suh was on his chest, taken down by an offensive lineman, when he extended his left foot below Schaub's belt.

Last year on Thanksgiving, Suh was ejected for stomping on the right arm of Green Bay offensive lineman Evan Dietrich-Smith and was suspended for two games.

Suh has been fined in previous seasons for roughing up quarterbacks: Cincinnati's Andy Dalton, Chicago's Jay Cutler and Cleveland's Jake Delhomme.

Lawyer: NY murders suspect may have mental issues

A garment salesman accused of systematically shooting three shopkeepers to death as they worked alone in their clothing stores was held without bail Thursday.

Salvatore Perrone, 63, who was held after his initial Brooklyn court appearance on murder charges, denies killing anyone, his lawyer said.

Attorney Ken Jones, who represented Perrone only for the arraignment and hadn't spent much time with him, said his client shows no remorse and appears "as though he could have some mental-health issues."

Perrone, of Staten Island, will be assigned another lawyer when he returns to court on Tuesday, prosecutors said.

He was taken into custody Wednesday in the suspected serial killings that scores of New York City detectives were investigating.

Man charged in slayings of Brooklyn shopkeepers

A pharmacy worker recognized him as the balding man with a duffel bag shown in surveillance footage leaving the scene of the most recent shooting, Nov. 16, police said.

Another shopkeeper came forward and said Perrone had gone into his store and questioned him about whether he worked alone and when he closed, Police Commissioner Raymond Kelly said.

"It's reasonable to assume he was going to keep doing this, and, by arresting him, we saved lives," Kelly said at a news conference.

Detectives said they found a duffel bag at his girlfriend's home. Inside, they said, was a sawed-off rifle used in the killings, along with .22-caliber ammunition, black gloves, women's clothing, a bloody knife and a bottle of bleach.

Perrone's fingerprint was lifted from the murder weapon, Kelly said.

Similarities in deaths
Initially, authorities thought the killer might have targeted the Brooklyn shopkeepers, who were from Iran and Egypt, because of their Middle Eastern backgrounds. But on Wednesday, Kelly said he could not discuss any motive.

In the most recent killing, Rahmatollah Vahidipour, an Iranian, was shot three times in the head and chest at his store, the She She Boutique.

After that killing, detectives discovered the same gun was used in the fatal shootings of two other shopkeepers when ballistics matched the .22-caliber gun shell casings found at all three scenes.

On July 6, Mohamed Gebeli, an Egyptian, was found shot in the back of his shop, Valentino Fashion Inc. On Aug. 6, Isaac Kadare, also Egyptian, was shot in the head in his store, Amazing 99 Cent Deal.

There were other similarities in the deaths, authorities said: The bodies were all partially obscured, by clothing or, in one case, a box. The locations of the shops form an equilateral triangle and are about 4 miles apart, with addresses that contain the number eight.

Police earlier this week said they were looking to speak to four people who may have witnessed the most recent killing and released video and clear images of those four. But they zeroed in on the man with the bag, who they now say was Perrone.

Kelly called Perrone "talkative" with detectives and said he made incriminating statements. But Kelly refused to reveal what Perrone said.

Police said they believe Perrone carried the murder weapon in the bag and traveled by subway.

Perrone, a Brooklyn native, is divorced and lives with his girlfriend. He went from store to store trying to sell clothing, police said, but it was unclear if he had tried to sell to any of the victims.

Perrone was arrested in Franconia Township, Pa., in 2001 and charged with stalking, harassment, burglary and public drunkenness, but those charges were dropped when he pleaded guilty to a trespassing charge.

Advisory group says raised Autonomy auditor concerns

LONDON (Reuters) - Shareholder group PIRC said on Thursday it had warned that auditors Deloitte did too much non-audit work for Autonomy to be sufficiently independent from the software firm that Hewlett Packard bought last year and now accuses of inflating its accounts.

HP bought the British company for $11.1 billion last year, a price many analysts considered more than it was worth, and announced on Tuesday that it was writing off about $5 billion due to "serious accounting improprieties" that inflated the unit's numbers before the deal.

Autonomy has denied any wrongdoing, but the software group's accounts are now at the center of a bitter dispute between the firm's founder, Mike Lynch, and HP.

"Prior to its takeover, Autonomy raised a number of red flags on the governance front," said PIRC, which advises funds investing 1.5 trillion pounds ($2.4 trillion).

"In PIRC's view it lacked proper independent representation, which led us to oppose the election of numerous directors over years. Its auditor also raked in significant non-audit fees, which we found problematic."

PIRC said the sums Autonomy paid the accountancy firm for other services such as legislation, tax and corporate finance advice made up more than 25 percent of the total the group paid Deloitte, a level PIRC considers significant in its assessment of whether an auditor is properly independent from its client.

Autonomy paid Deloitte $2.7 million in 2010, with $1.5 million described as total audit fees and the rest described as non-audit fees.

PIRC's managing director Alan MacDougall told Reuters that paying unrelated fees to auditors undermined their independence, though it was fairly common practice, with about 40 companies in the FTSE 350 crossing its threshold.

"We conducted our audit work in full compliance with regulation and professional standards," Deloitte said in a statement on Wednesday, having "categorically denied" it had any knowledge of any improprieties or misrepresentations in Autonomy's financial statements.

The Institute of Chartered Accountants in England and Wales, of which Deloitte is a member, says on its website that ethical guidance in the UK does not impose limits on the types of income an auditor can generate from a client.

It says independence is ensured by stipulating "that income from any one client, for whatever service, is kept to no more than a certain proportion of that firm's overall practice income".

"We are unable to discuss our audit work further due to client confidentiality. We will cooperate with the relevant authorities with any investigations into these allegations," Deloitte said.

The firm also said it was not engaged by HP or Autonomy to provide any due diligence in relation to the acquisition. HP has said it relied on Deloitte for vetting Autonomy's financials.

A spokesman for Deloitte said the trend at Autonomy in terms of audit fees relative to non-audit fees had been rising.
